Визначення пріоритетів і дій
У Національних планах дій пояснюється, як уряд буде впроваджувати Керівні принципи ООН з бізнесу і прав людини, в яких закріплено положення про обов’язок уряду захищати, відповідальність бізнесу поважати та доступ до засобів правового захисту для постраждалих від порушень, пов’язаних із бізнесом. Лише шість країн регіону опублікували НПД: Чехія, Грузія, Литва, Польща, Словенія та Україна.

Національні плани дій з бізнесу і прав людини (НПД) – це документи, які окреслюють пріоритети та дії, які уряд вживатиме для виконання своїх зобов’язань, пов’язаних із бізнесом і правами людини. У НПД пояснюється, як уряд буде впроваджувати Керівні принципи ООН з бізнесу і прав людини, які закріплюють положення про обов’язок уряду захищати, відповідальність бізнесу поважати та про доступ до засобів правового захисту для постраждалих від порушень, пов’язаних із бізнесом.

Під час процесу розробки НПД держави, національні установи з захисту прав людини та/або групи громадянського суспільства можуть провести національну базову оцінку. Національні базові оцінки оцінюють поточний рівень впровадження Керівних принципів ООН та інших інструментів з бізнесу і прав людини в певній країні. Базові оцінки визначають існуючі інструменти та рамки, які підтримують бізнес і права людини, а також основні проблеми та прогалини, які необхідно усунути. Громадянське суспільство, бізнес та постраждалі особи можуть надати цінну інформацію у межах проведення базової оцінки. Інформацію з базової оцінки слід використовувати для визначення змісту НПД.

Національні плани дій у Центральній і Східній Європі та Центральній Азії

Чехія, Грузія, Литва, Польща, Словенія та Україна опублікували НПД з бізнесу та прав людини, а Азербайджан і Латвія взяли на себе зобов’язання розробити НПД. Наразі жодна інша країна Східної Європи та Центральної Азії не розробила НПД з питань бізнесу та прав людини.

У Сербії Белградський центр з прав людини провів національну базову оцінку, спрямовану на продовження національних дебатів щодо розробки НПД та впровадження Керівних принципів ООН. Однак уряд не бере на себе зобов’язань щодо розробки НПД.
